US 83 Planning

RJRA examined various possible improvements to this urban facility on US 83 from Loop 20 to Espejo Molina Road for TxDOT Laredo District. For this project, RJRA performed the initial data collection and organization effort, including field reconnaissance and coordination with other agencies. RJRA staff created the planning-level map exhibits for the study, such as an Existing Conditions Diagrammatic Schematic and the Preliminary Constraints Map. RJRA staff also developed the initial improvement strategies with both visual exhibits and written descriptions, developed the criteria in which to evaluate these strategies for screening and served as facilitators in all public and stakeholder meetings for this project, including the Preliminary Design Conference and Study Work Group Meetings.

US 83 Traffic Engineering

RJRA gathered information and performed analyses on the corridor to include thirty-two 24-hour vehicle tube counts at various locations along US 83 and its side streets, four of which also classified the vehicles it counted. The study team also performed manual turning movement counts at intersections along US 83 at peak traffic hours. Using this traffic data, the study team will perform an operational analysis, utilizing the CORSIM and SYNCHRO software suites, to generate a model of traffic flow on the corridor at the present and at future dates. RJRA also performed in-depth field reconnaissance to examine and record instances of queuing at intersections, traffic using “cut-through” routes to avoid congestion, and safety issues such as the lack of sidewalks.
