IH 35 / Spur 422 Interchange Reconfiguration

Spur 422 Engineering

As prime consultant, RJRA successfully advanced this controversial project in San Antonio for TxDOT. Project including planning, preliminary engineering, public involvement, NEPA documentation, right of way map, utility coordination, cost estimates and construction plans. The project developed a more conventional diamond interchange design which; better accommodates driver expectancy, allows for continuous frontage road access through the interchange area, and maintains/improves level of service through the area. The IH 35 mainlanes were designed to meet freeway standards. Spur 422 was designed to meet Super Arterial Type A standards as adopted by the City of San Antonio, including sidewalks and bicycle accommodations.

Spur 422 Planning

RJRA was responsible for developing six conceptual design alternatives to reconfigure the existing interchange at IH 35 and Spur 422. The study area extended from Somerset Road to Zarzamora Street on IH 35 and from north of IH 35 along Palo Alto Road to south of Gillette on Spur 422. The conceptual design alternatives were developed to provide for a more conventional (diamond, directional diamond, etc) interchange design which better accommodates driver expectancy, allows for continuous frontage road access through the interchange area, and maintains/improves level of service through the area. The IH 35 mainlanes were designed to meet freeway standards. Spur 422 was designed to meet Super Arterial Type A standards as adopted by the City of San Antonio. The major elements of the study included geometric evaluations necessary to develop conceptual designs, collecting and developing appropriate traffic data, level of service analysis, preliminary construction costs and study documentation.

Spur 422 Public Involvement

RJRA served as the public involvement task leader working with the Texas Department of Transportation (TxDOT) to present improvements to the interchange located at IH 35 from Somerset Road to Zarzamora Street and on Spur 422 from IH 35 to Hunter Avenue to the local community. The proposed improvements included removal of the left hand exit ramps and replacement with conventional right hand exit ramps, extending the northbound frontage road through the Spur 422 intersection, adding turnarounds under the IH 35 mainlanes, reversing entrances and exit ramps to provide for an “X-ramp” configuration, extending Palo Alto Road to the new frontage road and providing for a more conventional intersection of Spur 422 and Patron. RJRA provided stakeholder meeting coordination for meetings with individual stakeholders, elected officials, neighborhood associations, and school district officials. This project also required a public meeting to make the general public aware of construction in the near future. The public meeting preparations included using creative ways to spark interest in the community about attending the public meeting. Aside from a newsletter mail out, meeting signage and flyers, legal notices, and media advisory, public service announcement, and news releases, RJRA also coordinated with the school that is located within the project area and was the meeting site of the public meeting. RJRA staff coordinated a contest to get the students involved by taking a public meeting invitation flyer home. The class that brought in the most parents to the meeting won a pizza party. RJRA also prepared all registration, informational pieces, comment cards, and presentation materials for the public meeting in English and Spanish.
